On May 16, the Shanghai International Jewelry Fashion Functional Zone was officially inaugurated today, accompanied by the release of 24 specific policies to support its development. The zone aims to achieve an annual total sales volume exceeding 100 billion RMB and retail sales surpassing 10 billion RMB, establishing a new paradigm for the gold and jewelry fashion industry.

Liu Ping, Deputy Secretary-General of the Shanghai Municipal Government, and Gaetano Cavalieri, President of The World Jewellery Confederation, attended the event and delivered keynote speeches, jointly delineating a strategic blueprint for the future of Shanghai's jewelry and fashion industry.
In his address, Liu Ping emphasized that Shanghai, as China's core consumer market for gold and jewelry, hosts three national-level trading platforms for gold, diamonds, and gemstones. He noted that with its vast consumer potential and innovative retail experiences, the city has become the preeminent destination for global jewelry brands entering the Chinese market and a pivotal hub for local brands expanding internationally. He further stated that in the future, Shanghai will leverage Huangpu District's century-long commercial heritage to accelerate the development of the "Shanghai International Jewelry Fashion Functional Zone." This will catalyze new momentum for industrial growth, reinforce Shanghai's status as an international center for consumption, and lend new meaning to the concept of a quality lifestyle within the framework of Chinese-style modernization.

Also in attendance were distinguished guests including Gao Yun, Secretary of the CPC Huangpu District Committee; Xu Huili, Deputy Secretary of the CPC Huangpu District Committee and District Mayor; Luo Zhisong, Chief Economist of the Shanghai Municipal Commission of Commerce; Chen Yongqi, Chief Economist of the Shanghai Municipal Bureau of Statistics; Xu Zhi, Member of the Standing Committee of the CPC Huangpu District Committee and Deputy District Mayor; Shen Danna, Deputy District Mayor of Huangpu; Liu Boying, Second-Level Inspector of the Shanghai Municipal Commission of Economy and Informatization (Deputy Director of the Shanghai Municipal Office of Cultural and Creative Industries); and Wang Mengying, Vice President of the Bank of China Shanghai Branch. The distinguished list of attendees also included representatives from organizations such as the World Gold Council, Platinum Guild International, the Gems & Jewelry Trade Association of China, the Shanghai Gold Exchange, the Shanghai Diamond Exchange, the China (Shanghai) Gems & Jade Exchange, and the Hong Kong Trade Development Council (HKTDC); academic institutions including East China Normal University and the China University of Geosciences (Wuhan); as well as representatives from renowned domestic and international jewelry and fashion enterprises and professional testing and certification bodies.
During the ceremony, Liu Ping, Gao Yun, Xu Huili, and Luo Zhisong jointly unveiled the official plaque for the "Shanghai International Jewelry Fashion Functional Zone."

The event also featured the official release of the Three-Year Plan for the Development of the Shanghai International Jewelry Fashion Functional Zone (2025-2027). Over the next three years, the zone will undertake six major initiatives and 24 specific tasks, including harnessing the influence of exhibitions, festivals, and competitions; promoting investment attraction; constructing spatial carriers; enhancing functional capabilities; incubating brands and designs; and upgrading through innovation empowerment. By the end of 2027, the plan aims to establish an efficient operational framework for the zone, foster a diverse and integrated ecosystem, and elevate the industry's value and expand its scale. To ensure the effective implementation of the three-year plan, the Action Plan for the Development of the Shanghai International Jewelry Fashion Functional Zone was also released. This plan introduces 24 specific funding policies focused on four key areas: aggregating industry resources, bolstering international influence, fostering innovative development, and optimizing comprehensive services. These measures are designed to propel the high-quality development of the functional zone and build a globally competitive ecosystem for the jewelry and fashion industry.

Additionally, Liu Ping, Gao Yun, Xu Huili, Luo Zhisong, and corporate representatives together launched the 2025 Diamond and Jewelry Culture Festival. Co-hosted by the Shanghai Municipal Commission of Commerce and the Huangpu District People's Government, the festival will take place between May and June this year, centered on the dual themes of "Promoting Consumption and Spreading Culture." A total of 43 events—including exhibitions, themed promotions, brand launches, and professional services—are scheduled across the districts of Huangpu, Pudong, Minhang, Changning, Xuhui, Hongkou, and Yangpu.

The establishment of the Shanghai International Jewelry Fashion Functional Zone, located entirely within Shanghai's Huangpu District, represents a pivotal measure in the city's strategy to become an international center for consumption. In March of this year, the General Office of the Shanghai Municipal Government issued the Several Measures to Support Huangpu District in Building the Shanghai International Jewelry Fashion Functional Zone, outlining a focus on developing the district into a premier hub for gold and jewelry trading, a design center, a consumption center, a center for integrated innovation, and a base for professional services.
